Redd glitch?

I think people initially thought he was glitched, instead Redd just doesn't appear often.
There is a glitch when you first are supposed to meet Redd and then don't talk to him where he will not appear. If you have already bought art from him you don't need to worry about that one.

if I bought the first painting that he sells while on your island will he show up?
I remember buying that very first painting but there was no boat yet but I dont think I bought from him again when his boat was on the island and maybe thats why redd hasnt shown up for me since the beginning of the update

If you already bought the first painting and upgraded the museum you shouldn't have anything to worry about. For some people it just takes longer for him to show up. Random NPCs don't spawn on a set timer, but a percentage chance.
Redd will also not show up if you don't have at least 60? bugs, fish or fossils, I believe. When my bf made another account he did not show up AT ALL no matter how much I TT but my account had completed everything. There was an article that also mentioned that i think it was this one:
