Rate of spawn

I have ran into pietro multiple times playing this game. (Not a fan sorry). It kinda made me wonder if certian villiagers tend to spawn more than others? I mean isnt pietro kinda popular? Why is he sitting in the void so long? The guy recognizes me on nook islands and in camping tents lol. Im not talking about species or personality rates. Just particular villagers. Some more frequent than others?
 
It's probably random...but, I see the same thing on my island. Heck, sometimes I've been inside a villager's house...I speak to them inside the house. I leave the house. And when I get outside, they are already standing there, starring at me. I swear, I've seen that at least 3 or 4 times. Somewhat unsettling. Hahaha.

He recognizes you?! This doesn't happen for me! I had Alfonso at one point, and the very first Mystery Island I went to after he moved out, he was on it, and didn't recognize me at all.

Yeah he has so far. It's like he's waiting for me lol. Creepy.
I haven't let him move onto my island but he has been at my campsite (no amiibo) and on nook islands. He says he remembers meeting me!
 
What do you mean when you say he recognizes you? As far as I know there's no dialogue in the game that really counts as such, but I guess all things are open to interpretation...

You have to understand how Nook islands/ campsite roll that villager. Nook islands roll the species first, and since there are 35 species, and you want a specific species, you have a 1/35 chance of getting that species. Then it rolls for the specific villager IN the species. this means the larger the species, the less chance you have of getting a specific villager. the Campsite just has a higher chance of spawning a villager with a personality type you don't yet have on your island.

It's more likely to get villagers you want that have fewer villagers in their species. say you want Raymond, you have a 1/26 chance to get him if you roll a cat. if you want a villager like Marina, you have a 1/3 chance of getting her if you roll and octopus. That means that getting a certain octopus is easier than getting a certain cat. And in the case of the campsite, villagers that belong to personality groups that have a higher population are harder to find in the campsite. so a villager that's Normal would be more common than a villager that's smug.

So, Personality types and species size matter a lot. Hope this helped!
