Random villager move-in

I haven't 'TT to get a villager out' in a while, thats what I'm doing right now, but I'm wondering. When can a random villager move into your town? Is it at 8 villagers or 9?

Random move-ins come in if you have 8 villagers or less. I'm not quite sure, but I think they can start plotting 2 or 3 days after a villager leaves, though it could take a little longer than that. Hope this kinda helps.
