Regardless of how long. It also depends on whether or not you step on that grass.
It's the same as with watering flowers. If you water them it'll help regrow the grass beneath them, but if you walk over those same flowers the effect is counteracted or even reversed.

What I do to regrow grass is plant a lot of shrubs and trees.
If I cant place any where I want the grass to regrow, I use flowers + watering them but it takes forever...
I tried growing this line of grass back near my house and it took near 2 weeks.
I didn't step over it at all. If villagers step on the spot, it's alright but if you do, it'll negate your watering if you did.

I knew about the walking yeah.
If I water grass that doesn't have any flowers on it will it help regrowth?

Ooooh I didn't know the villagers didn't affect regrowth or wear down!
No, watering only works when there's flowers on that tile. Trees also help with the recovery of tiles around them.
Apparently if you walk slowly over recovering tiles it doesn't make the grass deteriorate or slow down its repair.
If you want your grass to grow back quickly and dont mind TT'ing!
TT until someone pings you asking to leave, tell them to stay then save and quit.
Then TT 1 month forward your grass will be regrown, dont worry no one will move out! re-introduce yourself to your villagers find who wants to move (but sometimes they dont want to) and go back to current date! (then someone might want to move as its counted as 1 more day)
Viola grass re-grown~ I do this every now and then to keep my grass green.
