I'm sure I've asked this before, but I need to make absolutely sure it's correct:

I just stopped Whitney from moving, but if I time travel, it should have no negative influence right after someone decided to stay, right?

Yes. As long as it's from the day she asked no one else can plan to leave til the next day you load. Any jump of 6 days or more and someone new will be planning to move the day you load, but it will be the first day of their plans, just be sure to speak to everyone to get on speaking terms to make sure you get a rumor or a ping.

I regularly take breaks from my towns and just always be sure to stop someone's moving plans so I can be away as long as I want with no risk (one time I was gone six months)

Yeah, once you stop a mover (or let a mover go), you can time travel as far forward or back past 6am as you want for one jump
