Well I'm unsure but since I got a second copy of the game a few days ago, I've been resetting in hopes of seeing Marshal. I looked it up and according to this;
You can't get smug villagers in the beginning of the game like I thought you could, what I'm really just looking for is a confirmation that this is really true so I can stop wasting my time resetting for him and instead build a campsite and search for him instead.
You can't get a smug as one of your initial 5. My friend has Marshal move in a few days after she started her game - I think it was her 5, then Shari, then Marshal I hope that helps!

I could have sword I saw someone who had gotten Julian as one of her starters but maybe I'm wrong? I'm not quite sure.
I've seen threads on here where people restarted 50-100 times and could not get a smug or uchi as a starter. Starter being your first five. I got Hugh as my 6th villager (lazy) and Zell as my 7th (smug).
You definitely can get a smug or uchi as one of your next move-ins, so take 5 starters you like and then reset for the next 4. I got Lucha and Mira as #6 and #7 in my 2nd town. Good luck!
