Quick question... Villagers moving out

I have a noobish question. I just recently came back to Animal Crossing: New Leaf and been interested in cycling in the near future.

One of my villagers (Rolf) pinged and said he wants to move. I said he can move and he said he'll move out on the 3rd. (It's June 29th on my game).

I read some where that some times villagers back out of moving but will he even if I told him he can go? Do I need to wait till he's in boxes to 100% garantee he's moving?

yes you still can prevent a villager from moving out (before he's in boxes) if you talk to him enough. The villager will said that he's packing and not sure about moving out and he will ask you again. If you chose to stay, he'll stay or you can just let him go.
However attitude of every villager is different. Sometimes there's a case he suddenly doesn't want to move out even you choose him to leave.
So it's better not to talk to a villager that has decided to move out if you really want him to leave just for caution.
 
Yeah, just don't talk to them at all, or they will sometimes change their mind and you can't stop them. Mallary pinged me a while ago to tell me she was moving - I said bye to her, and she was set to move in a few days. I accidentally talked to her the next day and she reconfirmed her move date and gave me the "please stay" or "okay bye" options again... even though I said bye the second time, she changed her mind so I was stuck with her until today. xD

Also, beware of playing as alts and getting pinged by the moving villager. They'll inform your alt that they'll be moving and they can change their mind.

It's happened to me before. Rhonda wanted to move and I agreed. Then played as an alt, got pinged and she changed her mind. She later pinged my mayor again to tell me that she changed her mind after talking to the alt.
 
@Squeaky: yah that what I was worried about >.< I guessed it was based on their personality. Finicky villagers!

If you speak to them and they change their mind, you can reset your game. That way all of that information is lost and you start again from where you last saved. If you ignore them from then on, they will move as initially planned :)
