Quick question about items on your town's ground

If you place items on the ground (not hybrids but actual items) in your town, can villagers move on top of them?
 
Actually yes. They can move on top of anything (except for PWPs, rivers, and other buildings). But if this happens, you can check the lost and found for your items.

Like furniture pieces, right? I haven't actually experienced it myself, but I heard that if they do move on top of items on the ground, they go to the police station lost & found. I guess only 100% way to block any villager move-ins is to build temporary PWPs around it.

Wait, what happens if you don't have the Lost and Found yet?
 
I just build either fences around large areas or racks of rice around to keep them from moving/to help get them to plot where I want.
 
I've placed 26 yellow benches, 2 fountains and 1 fence around my whole town to stop villagers from moving into bad spots XD
It does work though. Maximizes the chance of them getting into the right space.

And if you have the Police Station, any items that are crushed by villager houses or event displays will be sent to the Police Station, so no need to worry.
