Questions about starting a new town

A little over a year ago, I reset my original town because it was falling apart and all of my faves were moving away. When I first reset, I was content. But now, I'm starting to really miss my original town.
So, I've been thinking of resetting again, well aware now of what it feels like to start over again fresh, and try to get a map as similar as possible to my original town's map. That's ultimately what I want.
But, I have some questions before I decide to start fresh again:
1. When you first start a town, how many villagers live in your town? From there on out, in what order (if there is an order) do new villagers move in? From my understanding, within the first few days of your town villagers of certain personality types move in in a specific order -- but I'm not sure if that's right or not.
2. What is the easiest way to transfer 20 million bells? One of my biggest regrets from when I reset my first town was loosing my 50 million bells that I had saved.
3. Is it possible for someone to hold a villager for me while I reset? (not asking for someone to do it -- just if it's a thing that is possible)
4. From your experience, is it a good idea to reset when the going gets tough or should you just try to work with what you have in Animal Crossing?

1. Your town starts with 5 villagers. I don't think there is a specific order villagers move in, but I think the next few villagers are of personalities that your town lacks if you have random move-ins.

2. Give the money to someone else (trustworthy) to hold in their ABD for you until you have a new town. I can help you with that (see my signature) if you want.

3. Yes, there is a thread for that in the villager trading plaza.

4. If you are bored with your current town to the extent that you are willing to put in the work to build a new town, then I say go for it.
 
Definitely start a new town, or buy/download another copy of the game if your worried about nuking your old one.
