Questions about getting old villagers back...

So I've read a thread on the site saying there's a 16 villager bracket that game stores and once more than 4 villagers moved out those villagers show up, so help me understand this:

• Does there have to be exactly 16 ex-villager in main street physically present?

• 
  I had Carmen move over a year ago and she was in Main Street for some time now she hasn't showed up does that mean there's a chance she'll come back?

I just need some clarification for this as i don't understand it.

A villager in your void will start showing up on Main Street after 4 more villagers have moved out.
They won't all be there on Main Street at one time, sometimes you might not spot one but they will be there again the next day.
If she had stopped showing up on your Main Street for a while that is a good indication that you've cycled through enough villagers to get her back, either by random move in or from another town

Only a few villagers out of those 16 show up on your Main Street, so they don't have to be physically present there.

How long ago she moved out doesn't matter.

It sounds like you're confused. To get a villager back, you need to move out 16 other villagers. That's it. People talk about the Main Street because some of your old villagers will show up there and some people use that to keep track. I never do because it's random when they show up (some of mine who can be on the Main Street aren't there every single day) and they're not there all at once.

If you want to know when your villager can move back in, just make a list of who you're moving out until there are 16 or more villagers on that list.

That's the thing I've played this game for over year I haven't kept track who had moved out. disregard that statement I've made. So I made the list of the villagers I know that had moved out already, so after that she can come back correct? There's like a total of 32 villagers I have had since April 25th last year.

That's right, so you have cycled out more than enough villagers to get her back

Wish I had thought to keep track of all the moveouts in my town. I'd love to get Lolly & Mira back, but I have no clue how many more have to go before I can. They're both on Main Street, so I think I'm close.

Did you go through the 32 villagers after she moved out or is that the total number of villagers who have moved in and out of your town? It only counts after she left. If that's the case, you can get her back now.

By the way, if you don't know which villagers have moved in and out, you can sit on your town tree and it will tell you. If you TT a lot it won't be in order but it can help you remember.
