So. Papi was in my campsite when I didn't have any room. Does that mean that I'd have to cycle him, or was he just thrown back into the void?

a camsite villager is never counted as a past villager
if you miss a chance he will turn up again, randomly ofmcourse

Back into void, an MIGHT randomly appear there again. He can be picked up again if he shows up.
