Blanca should be there as long as your gates aren't open. They said specifically if your gates are open, they'll stop playing pranks. So I think it'll be fine

Er, to clarify: they won't appear when gates are open, much like most of the NPCs go back into their dormant states, but once you close the gates they will be back.
