Question on villagers moving in

I'm doing the reset trick with Punchy and have pretty much boxed him off to two areas, I want him to move in an area that is three spaces from another villager and two spaces from a pwp. Is this possible? He keeps choosing to live 2 spaces from a villager house and 3 from the pwp

It is possible unless the PWP is a bench, then it might be impossible, not sure. If it is the police station as you said in another thread, it is possible.
