Question on villager voiding

sorry if this isn't the right place to post this, but after playing since day one, I've always wondered something: how do villagers in the void work? I know that in New leaf once they get into the void, they can't get out until you kick out 16 other villagers. Is it the same from new leaf, or is it different?

There's no void in NH just two queues: Move in and Move out
Your move out queue can hold up to 10 villagers and villagers and removed from this queue and put into another players move in queue when you are on the same island as the other player.

Move in queue size is 4
