Question on forcing a villager to move to a certain plot

Okay so im doing the path trick and it worked on Shari and Fang (kind of), rather than plot resetting.
Now to say i finally got Chief to move into my town but i want him to move near Shari (because my headcanon ships them)
Would he move to the one and only open 3x3 spot available? Or would it cancel or fail?

If you cover every single spot in town except for the 3x3 space he should move into it. I have never covered so much of my town like so, but I can say I have done this to an extent. I covered my whole top half of my map with paths and I never had a villager move there, so long as I covered every 3x3 space.

Remember that they each have to have a one space surrounding their house that nothing else can overlap with. For Example,

0 0 C 0 0 0 0 C 0 0
0 0 0 0 0 0 0 0 0 0

0 = Space around their house
X = The actual house space
C = Space in front of door
