Question for signature makers (not request)

I'm curious, you know those adorable little pixel sparkly backgrounds you do, do you make those or do you just get them off the internet and animate them? Also how would you go about drawing it in pixels and animating it?

You find pixel backgrounds on the Internet, they don't make them themselves
