Question about when villagers move from the campsite?

So on the day that Phil was in boxes, I invited Punchy to move from the campsite. I know that that wasn't because of Phil moving, but because Punchy was supposed to be my 10th villager (right?)

So if I plot reset on the next day, will Punchy be moving in? Even though Phil has just moved from being in boxes the day before? I know that usually you ask the villager to move in the day after a villager who is leaving is in boxes, when you are asking from someone else's town and not the campsite, but this wasn't asking for a 9th villager, this was a 10th (even though he's actually going to be the 9th.)

Do campers stay at the campsite for more than 1 day? Might he not move until two days after I invited him?

I'm just really trying to avoid Punchy plotting somewhere without getting the chance to plot reset first!

When inviting campers it goes like

Day 1 --> you invite them to move in
Day 2 --> nothing
Day 3 --> invited villager is now setting their plot

I've heard other people say it can sometimes take longer for a camper to set their plot but I've never experienced that.
You could also just start a new character tomorrow and check to be extra sure Punchy isn't moving in yet.
