Question about villagers moving

Can a villager only move if you talk to them and give them the ok? Or, if you forget/choose not to talk to them when they have the thought bubble, do they decide to move away anyhow? im asking because im worried that if i dont play for a while, my villagers will move.
2ND QUESTION: I have Ankha via amiibo, if she were to move, could i get her back again via amiibo?
 
a villager will never move out in nh unless you give them the go ahead ! (which is an amazing, thank u 'tendo)

as for your 2nd Q: I believe you can, i don't know if there is some kind of 'cooldown period' or something - but if you have her amiibo, you essentially have access to unlimited Ankhas 🤠
 
Someone time traveled years (40?) into the future and found that none of the villagers had moved. They need the ok from you to do so~
Also, yes I believe so. There seems to be no villager cycle like in previous games, so if she moves out you can invite her back in immediately if you have her amiibo.

As for the first question - no, they will never move unless you give them the okay.
As for the second one, people have said before that the 16 villager cycle doesn't apply anymore unless it's something that might have been changed after the update.
