Question About Villagers Moving

Okay so about two months back I had 9 villagers (all of them dreamies) and I was waiting to either buy Ankha or have her show up in my campsite. Then, I Streetpassed my friend and got nasty Bubbles in my town. I knew the trick where you only introduce yourself to them then they move out in a week, but that didn't happen. Then I created a new character and did the same, but she didn't move out. I deleted and made about three new characters and I've tried to befriend her in a last ditch effort to get her out (I even have her picture now), but she still won't move! I've TT'd so much that it's September in my town and she's still there!

What am I doing wrong? Or do I just have bad luck?
Also, I heard something about the 10th villager not moving untill one of the original nine moved, is that true?

When I'm trying to boot a villager out, I TT ahead two days then TT back two (loading the game once in between). As soon as you start the game you should get the "ping" from what I've found to be any villager - even friendly ones - who request to move. Keep repeating until the villager you want to leaves is the one who pings you!
