Question About Villagers Moving In!

Sorry if this is in the wrong area, but I have a question about something that's never actually happened to me before (I've been playing for over a year, too! I don't know how I've never experienced this).

I reset my town recently and had my sister hold onto a bunch of bells and items for me. When I visited her town on my new mayor I picked everything up and left, didn't speak to any of her villagers or anything.

Now, a day later, I made a new character to scope out any villager plots that might be moving in. Camofrog was in my sister's town, and he keeps trying to move into mine. I've reset five times, and each reset his plot shows up in another spot.

Am I stuck with him? Why is he moving in if I had no contact with him at all?

When you visit another town that recently had a village move out you have the potential to have that villager move to your town. Even if you don't speak to them. It's the villager void.
You can also pick up villagers from streetpass this way.
