Question about villager move-in stubbornness

Quillson is trying to move in. It's a wifi move-in (I never asked him to move in) and I know exactly what town he came from. I've been resetting for over an hour and refuses to **** off and stop trying. Am I doomed to have him move in? Normally villagers stop trying after a few tries unless asked to move in!

Yeah, he's not going to give up moving in if you keep making new characters on this day. However, what you can do is TT back one day and override his move-in by adopting a villager you want from another town.
