Question about TTing out villagers... (help?)

So I have a friend who wants to TT a villager out for me. However, this villager was the last one to move into her town. Does she have to move in another villager to get him to move out? or is it the same chance that the newly moved in villager will leave as any other villager?

I've managed to move out a villager that's just moved in before, but I found it took me a hell of a lot longer (hours) to get him out. However, the villager who asks to move is random so I may just have been having a spell of bad luck that day.
