Question about the Outdoor Picnic Set

You know the recepie Isabelle gives you on the first? What if you don't have Resedential Services upgraded by then? Will Tom Nook send it to you instead? I am considering waiting to even upgrade from the RS tent until I get good villagers from mystery islands on my new one, which I have yet to even settle on. I just want to know in advance.

You should be able to get it any day of the cherry blossom festival (April 1st-10th I believe) after Resident Services has been upgraded and you have no other announcements such as villager move-ins, shop openings, etc...

I had a villager move in on April 1st and April 2nd. On April 3rd, Isabelle gave the recipe to me in the morning announcements.

I had announcements every day for a while so I didn't get it from Isabelle. I found it in a balloon a day or two after April 1st though.

I didn't get the RS upgrade until today, but I got it from a balloon.
