Question about the 16 Villager Cycle...

I am attempting the 16 Villager Cycle so that Peewee will stop appearing in my Main Street.

And I have a question. If a Villager in your town moves, but they move to another person's town, will they still count toward the cycle? Or does it have to be voided Villagers?

Because I had an auction for Merengue the other day and wanted to know if it still counted towards the cycle or not.

I apologize if this has been asked before, but I couldn't find any topics like this when I searched. Thanks in advance.

Any villager that moves out, even if they were adopted, count for the cycle.

I'm almost certain it only counts for the actual voided villagers. I've given away 16+ villagers before trying to get a villager I had to move in but I couldn't because the 16 villager cycle thing so I think it's safe to say.

I've had villagers that move to other towns (were "adopted") show up on my main street, if that helps any. they talk about how they are back and visiting my town.

Ahh ok my mistake then that answers that.
