Question about the 16 villager cycle and returning villagers

So I'm going for a town of all bird villagers (I have Becky, Blanche, Phoebe, Eggbert, and Boomer) and stupid me accidentally lost Molly, Apollo, Flora, Ken and Gladys. I got all of them out of the 16 villager cycle last week and have been resetting new plots ever since. My question is can villagers that are no longer in the cycle return by setting up a plot in your town? I couldn't find any info about this anywhere else and what I could find only talked about adopting them back. If you can get them back through plots, old villagers must have a decreased appearance rate then cause I'm currently resetting on a cranky plot and I've clocked in over 60 resets, seeing almost all cranky villagers at least once except for the ones that have lived in my town before. A similar thing happened with a normal plot I was resetting, never saw past normal villagers that I knew weren't in the cycle anymore before a lapse in attention accidentally made me load up my mayor's save. I was hoping someone else who's gone through the cycle can shed some light on this.

They won't naturally move in, you can use amiibo cards to move them in before the 16 villager cycle ends. What I'd do is move in other villagers of the spiecies, for example you could try and move Hopper in, so he could be your cranky villager, and Aurora could be yoru normal villager.
 
Ooh, I had no idea they wouldn't naturally move in. That sucks but thanks, I suppose I'll be doing some lurking then. Out of curiosity, do you know what happens if a town cycles through all possible villagers? At that point the game would have to let you get old villagers back right?
