Question about streetpass

Will villagers only move into towns via streetpass when they're boxed up? Or do they do it when they announce when they're moving?

I'd think it'd be when they're boxed up, since it's impossible to convince them to stay at that point.

When they're gone. So the day after they're boxed up is when they go into the move out "outbox"
