Question about save data transfer tool (two towns?)

I have a physical copy. If I transferred that data into a digital copy, would I be able to have two towns? I heard the save data is deleted from the physical.
Sorry if this is a stupid question. I'm confused.

I believe you can't access the digital copy until you pay for it. So not unless you pay for the two copies.

I checked on google and it appears you would need to have the digital copy first before initializing the transfer. No free second copy.

Yes, I have used the save data transfer tool and you need to have purchased a copy of the digital edition first.
