Question about plot resetting with 2nd character

I have 9 villagers at the moment and I believe a random one can move in through wifi if you don't get one through the campsite. I know you can plot reset an expecting villager by starting up a new character instead of your mayor, etc. But does it work the same if you log onto an [already made] secondary character, search for the plot, and reset? Or do you always have to make a new character before resetting? I just don't want some random wifi move in to ruin my landscaping progress.

Also does logging onto the home screen (but not starting up a character yet) mean that the data is already saved? Sorry idk how to word this - but let's say I haven't been on my game for a while and I load it but forgot to change the date backwards to when I stopped playing (to avoid villagers leaving, etc), does that mean the data is already saved? Or can I just go back to my DS settings and change it before starting up the game again? Sorry if that was confusing.

For your first question - you must always make a new account when you plot reset. Loading any character will save your game and make any plotted villager permanent.
