Question about Phineas

So I'm just wondering when Phineas actually comes to town. Does he come at a certain day or time? Does he come when you reach the requirements to get a new badge? Even though I've been playing for soo long, I'm not sure.

I think he can show up as soon as you reach the requirements for a new badge. I've gone to the island and come back only to find Phineas in my town with a badge I had just earned on the island. Of course, if you're in your town when you earn it, you probably have to go in and out of a building to reset for him to appear.

But I've also had him not show up for a day or two after I know I earned the badge. I think I read somewhere that he only shows up if the weather is clear. So if it's raining/snowing, you might have to wait for him.

For me phineas appears immediately when a requirement is achieved. For example when my furniture was customized i found him right after I got it wondering in my town

I've only seen him a few times When he does come its usually wayy after. Maybe I just keep missing him

For me, he comes right after a new badge can be earned. doesn't matter what time of day

he usually comes dependant on the weather. he won’t show up if it’s raining or overly cloudy. meeting the requirements for a badge during rainy season is the WORST

Phineas will not appear if Katie is in town. The police station mentioned Phineas was in town but I only found Katie. Took her to another town and Phineas was waiting when I came back.

My weather must always have been nice when I noticed that I met the requirements for a badge, because as far as I remember Phineas has always been pretty punctual about showing up.
