Question about perfect town status!

I had perfect town status for about a week now, but a villager just moved out today. When I went to check with Isabelle, she said the town feels a little underdeveloped :( does that mean I have to start all over towards the 15 days before I get the golden watering can? Or is it possible to build something today and salvage the rating??
 
I think as long as you have a perfect town at some point each day for 15 straight days, you will get the golden watering can. I remember when I was trying to get the golden watering can, I had a perfect town, but littered in it for trading purposes, but I got the golden watering can earlier than I expected.
 
I had a villager moving out but I haven?t lost perfect town status. Have you added or removed trees or do you have more than 10 items on the ground? Or did you build a PWP that lowers your perfect town rating yesterday?

Did you destroy any PWP's? That might have effected something.
 
Nope... I didnt build or destroy any PWPs in a while :\
Literally the only change since yesterday is that a villager moved out
 
Hmmm...Oh! I read that some PWPs make villagers unhappy, like bright lights, screens, garbage cans, tire toys, etc. Is that it?

And also, yes if a villager moves out, it lowers the citizen satisfaction. Keep trying to keep ten villagers and it will go up again.
