Question about Pascal

Does Pascal show up once per day per villager or once per day per island? Cuz my gf just got her second scallop but he still didn't show up for her, while he showed up on my first catch of scallop in the morning, we live on the same island btw. Just wondering if anybody knows, thanks in advance.

As long as you are not in Co op mode, she should be able to get the encounter.
