Question about moving villagers out

Do you have to have your development permit before anyone will move out

I think so but I'm not entirely sure. I believe you have to have about 7-8 villagers in your town and then someone might ask to move out.

I knew that much, and I have 10 villagers, but it's a new town so I don't have the permit just yet.

Tips i have picked out because i have a new town too!

- Once they stop giving you tutorials (they will mention about saving so that is when you know they have stopped)and ask you to do favors people will start moving out

- You have to be the Mayor first

- You have to start talking to the villagers more, building a friend ship because the more friends you are with a villager the more likely they will ask the move out!

Oh okay, I'm sorry, I didn't know. I think you need to be an official mayor then, and then people can start moving out.
