Question About Amiibo Cards

Okay, so I'm sure this has already been asked before, but I'm thinking of getting HHD soon. I know, I'm a little late... ʕ?ᴥ?ʔ

Is it possible to design ALL the villagers houses without the use of Amiibos? (Not including special characters)
Or do you need to use the cards if you want to design certain villagers' houses?
