Question about a Refund of TBT

Hello,
About 3 years ago, I commissioned an artist, and due to some personal life issues they were unable to draw a commission for me that I already paid them. I sent them 1,000 bells, and wasn't given artwork or refunded my bells. I was just wondering if it would be possible at all to get those back somehow.

I can post a link to the thread if needed. (Also sorry if this is the wrong space, I'm unsure of how to get ahold of a mod besides posting here.)
