I gave away my PSP for Pokemon Platinum and my friend and cousin both have a PS3.

I have a PS2.
 
I have to wonder why your having trouble deciding between a portable console and a home console.
 
PSP
Pros: Portable, light.
Cons: Small library of games, bad graphics(compared to PS3).
PS3
Pros: Insanely awesome graphics for GTA IV, Overall awesome graphics, better library of games.
Cons: Non-portable and that's all I can find bad about PS3.

PS3 ftw even though I don't have one.

GTA IV isn't worth getting on the PS3. Rent maybe, but that's it. Since you know, Microsoft likes to have Exclusive DLC.

PSP has the graphics of the PS2 really. And then there's Minis, equivalent to all those .99 cent apps crap. And those range from 5 to 10 dollars I think.
 
I voted PSP just because it is fun and PORTABLE. If you don't think you would carry your PSP around with you, then get the PS3
 
PS3 and keep the PS2 to play now and then if you can't afford the backwards compatible ones.
