Yup, if you have at least one open space in your town, and have not had Stitches in your previous 16 villagers,
then yes, just come over and talk to him, and he will bring up the dialog mentioning "moving to your town", and you can invite him then. Hope this answer your questions.

By the way, your FC is invalid. Can you please double check and give me the correct one?
