Preventing Villagers from Moving?

I usually talk to each of my villagers five times per day to find out if anyone is moving or not. But what I've noticed is that if one of my villagers is planning on moving, they will always be outside and will ping me. I read somewhere that only villagers who are outside are at risk of moving, is that true?

Theoretically, could I just stand in front of every villager outside for a few seconds after opening the game, and if they don't ping me then they're not moving? Would that work? It would be better than cycling through the same dialogue constantly.

The moving villager is always going to be outside and yes, you can literally stand by or pass by them to get a ping.

Keep it in mind that if you haven't talk to them (any villager) for more than 7 days, you have to initiate a conversation before they could actually ping. If you've been talking to them almost daily or least in the span of 7 days, they'll just ping like usual.

Thanks for your reply :) Something odd that happened today though; Deidre told me that Fang was moving, but when I talked to him straight afterwards (without preventing him from moving) he said that ''rumours can be scary'' or something along those lines, but usually that means that no one is moving?

That is odd. Yes, that usually means no one is thinking of moving. I'd suggest going inside and back outside again to see if Fang will ping; if he doesn't, walk around to find who will ping you. If no one pings you, try the old 5 minute on the beach test and walk past Fang again.

They say when villagers talk about rumors it means nobody is moving, yet I've experienced the exact same thing as you!

I spoke to Vic, who said "Rumors are scary", then five minutes later, Wolfgang pinged to move!

Nothing is set in stone in NL.
 
From my experience they have always been outside when they ping to move but sometimes I'd rather not risk it if I'm going to be time traveling anytime soon so i'll go around and talk to them because I've had villagers move out on me unexpectedly before while time traveling so I always try and stay up on everything just in case for some reason that villager doesn't ping me.

I've had plenty of times where villagers have said

"I guess Fauna is moving out, kinda sad but she must have her reasons right? i'll try and get the whole story next time I talk to her" and I'll then go around Fauna and she won't ping me at all.

I just try and play it safe all the time!
 
Sadly, after the Welcome Amiibo update the whole ?rumors are scary? became less helpful. Animals can still ping to move out despite this dialogue.

In my experience I can talk LESS than 7 days - because more than 7 days they no longer ping or talk to you.

I have been playing since 2015 and I have not lost one villager despite various types of time travel and have not lost any villager.

There is a wave of villagers moving. Over time you can sense the wave and be ready for pings.
 
This morning Peanut has been outside, thinking about moving out but she won't tell me. Static told me of this rumor too, but the ping I got from Peanut was to get a time capsule I dug out for her. Kept talking to her until she told me she doesn't have an energy to talk. She's one of my favorites. There is no way in hell I'm letting her go. Just seeing her bubble thought around town, thinking about moving out makes me sad guys!!!!

As far as I've played, it seems that once you have nine villagers, one of your villagers will start thinking about moving out. I've been getting villagers to move into the places I want to by filling my town with patterns, and sometimes as soon as the ropes appear for the where the ninth villager's house will be built, I discover one of my villagers is thinking about moving (either by ping, or by talking to my other villagers).
