Preventing Streetpass villagers from moving in

Does anyone know how to do this and still keep Streetpass on for the title? Does the reset trick work for this, considering how you get them is streetpassing someone who's villager is moving out? I got a dumb looking sheep now (Frita) who decided to plop her house blocking the view of a good part of the river for fishing (along with getting rid of some flowers/trees).

Camping site I know you can decide who's moving in, but this I'm not so sure(?)

Have ten villagers. It's the only way, unfortunately.

Well I've never exactly got Streetpasses from other people, but is it possible to turn your Streetpass off?

Yep, but you have to do it from your 3DS menu. Settings, Data Management. You turn it off there and if you want it back on, you talk to Digby.
