Preventing a 9th villager from moving in

Here's a weird thing what I'm wondering about:

Is is possible to only have 8 villagers in town, and position public works projects so there would be no space whatsoever for a 9th villager to plot? And if so, would the 9 villager break through a public works project to do so?

I'm rather curious, as then you could have a town where no villagers would ask to move at all!
 
I don't think that it's possible to prevent the 9th villager from moving in ;v; with the thirty-public-works-project limit, there (should) always be enough space for another villager to move in, but I'm not sure ahh
 
Unfortunately not. Even if you place patterns everywhere, the game knows what you're trying to do and will override patterns so the ninth villager can move in, I believe.
 
It isn't possible. Once you hit that point, you'll pretty much always have up to 9 villagers always, unless a 10th one moves in. Sorry to upset you :(

I don't believe the theory that villagers would only move in on the day when there's an open space, because there are plenty of players that say villagers move in on their paths.

Even if you choose the biggest PWP's, I don't think it would be enough to block the entire town.
 
I know that path patterns can be broken though - which is why I only mentioned works projects for this situation.

But I should point this out: You don't just have 30 works projects: You also have character homes, villager homes, and even the large permanent buildings. Not to mention the power to spread projects away from one another: For instance, you can place a project 5 spaces away from a wall and a cliff - and easily block out a lot of available space from that 1 project alone!

In other words, with the power to move villagers around along with the projects, it may be possible - But it just hasn't been experimented with.
