You can only get them to move into your town if you scan their figures in. You can't adopt them from another town. I think that answers your question

If my town is full, then would I be able to get them? I have all of the splatoon amiibos so would there be any way I would be able to get them or no?

JX, yes you can. You can invite them via your amiibos, but have to move some of your other villagers out. It will give you the option of choosing who you want to move when you invite the amiibo villager to move into your town.
