Poppy in my campsite?

I want to get her to move in because she's one of my last few dream villagers.
It just happens to be the same day that one of my 10 villagers is moving. Someone has already came a gotten her to move to their town.

I was wondering if it's possible to get poppy to move in even though I have 10 villagers technically?
;-; I've been talking to her forever now.

I think she won't move in because your 10th villager's house is still in your town.

I have her in my newest town, so I'll write your name down and PM you when/if she wants to leave.

I've heard that there is something you can do with the time that might be able to pass her on to like the next day, IDK if its glitch or something. IDK how it works. But anyway technically no you can't get her to move it. I have had the same problem, sorry. :/
