It seems that if any of them are shiny locked, only kyogre and groudon are (and maybe rayquaza and deoxys?). I've seen images of claimed shiny regis encountered, but whether they are "legitimately" found or not I don't know.
To elaborate on this, there's 4 Pokemon that are shiny locked in each game. Latias/Latios, Groudon/Kyogre, Rayquaza and Deoxys.
The Latias/Latios that is shiny locked is the one you encounter during the story.
The Latias/Latios encountered on Southern Island with the Eon Ticket is not shiny locked.

I need some help with Ruby GBA. I just scraped past Victory Road with a ton of level 30 Pokemon and Groudon, and the Elite Four is up next. What types do I need and which Pokemon are preferable for beating the Elite Four and then the Champion? My starter was Torchic, btw.

In Gamestop, which is now being called MegaStop until December 31st, when you purchase a variety of Pok?mon items at Gamestop, you will be entered in sweepstakes to win digital booster packs for the Trading Card Game Online and a chance to win either one of 50 special Pok?mon Nintendo 3DS XLs for each code you redeem or a trip to Hawaii if you redeem at least 2 codes.
