Its actually from a show that used to be on adult swim called Xavier: Renegade Angel. Its a super weird show that grew on me when I was 15 or 16.

OMFG I KNOW THAT SHOW. I haven't seen every episode, since I didn't recognize anything from the gif, but I have seen quite a few of them. They were freaky. One episode in particular, where Xavier illegally adopts a bunch of babies, and his snake arm keeps eating them...
