Plot Resetting?

How does it work, how do I successfully reset a villagers plot before they move in?

I haven't done it in a long while because I use a slightly different method, but I think that when you first start up your town, you need to create a new character, go through the whole process with Rover and stuff, and then check to see if your villager has moved into the spot you wanted them to. If they haven't, reset your game and do the same thing until they have, and then finish up with whatever you have to do and save.
