How does one plot reset ?
So like, a villager doesn't move in a unfortunat place.
 
Well, previous threads have been made on the subject, but since I'm guessing you missed them, the gist of it is: on the day you expect a new plot to appear in town, you log in with a new character instead of your mayor and run around in town to find where the plot is; rinse and repeat until you get the plot to a desired position, save with the new character, then log in normally with mayor. You can delete the extra character afterwards.
 
Most of the time you have to reset a number of times and its generally quicker to just slap a couple letters and pick A for all the questions as you're creating the new character so usually they're disposable and you just delete them when you've got the villager set in a good spot. You could certainly create a new character that's worth keeping (pick a face you like and actually name them) but its all personal preference. When I do it I usually name "him" zzzz or some combination of z's and a's whatever my thumb happens to hit as I'm trying to hit zzzz with it, then pick all a's for the questions, though since i'm deleting him anyway it doesn't matter if I accidentally answer differently or whatever, and until I'm done with plot resetting (all dreamies moved in) I keep a space open in town that the disposable guy always moves into.
 
Also, if you're expecting a random move-in {like in the beginning of the game}, you can plot reset to both check the position of their house and who the villager is. I just tried this on my second copy. The new villager changed from Axel, to Muffy, etc. until I settled on Kody.
 
But what if I get one over streetpass ?

If you get one over streetpass it'll always be that villager (I think) since it's one your game grabbed from someone's void. You can plot reset for their location if you know they're going to move in or if you think there's a chance of it, but you can't reset to get different villagers.
