Plot Resetting with Amiibo Cards

I'm trying to plot reset using the Amiibo Cards but it's not working for me and I'm getting really frustrated about it. So, they seem to just pick a stop and I've reset 4-5 times and they didn't move. I didn't make them move anyone out, I had 9 villagers and I asked them to move in. I asked other to move in when I have 8 Villagers, still, both times they chose a permanent spot in my town, annoying spots!

Any help or advice is much appreciated.
