Plot Resetting Question

Are there only a set amount of places for a villager to move-in? Because I swear, I never loaded up my mayor once, but I did the trick 3 times in a row and every time Apollo's house was in the same place. I really need to put some villager houses in exact spots when I'm moving them in, so do I just have to try over and over again or will it be impossible for some villagers to move in certain places. Do you have any tips? Is is possible to block off areas with PWPS or something?
 
1) Remember you need to have two spaces between each house.

2) It's completely random - keep trying!

3) If you find they keep moving to 1 or 2 places, you can do this:
TT to the day before and add a PWP to the spot and/or add a villager house (as long as it's not the 4th) to the area

Did you load up as an existing non-mayor character? Because that locks it in, too. Otherwise, it's just bad luck. They can prefer a certain spot.
 
They tend to be attracted to some particular spots, but they can basically plot their houses anywhere (as long as it's in any spots possible ) ! Just keep trying. I know people who's been plot resetting up to 2 weeks D: good luck~
 
Your question has pretty much already been answered, but I just wanted to confirm what others have said from own experience, as well. There seem to be certain spots in everyone's town that villagers prefer plopping their house on (often previous villagers' spots) but it's definitely not impossible to move them around! It just takes patience. And yes, you can also use PWPs to protect some areas. :)
