Plot Resetting issues?

Hi! I'm currently trying to plot reset Curt, and I've created a new character about 12 times now and Curt will not leave a certain area. Each time he moves his house slightly by 5-6 spaces, but I don't want him in that area at all. Am I doomed to having to have him stay there, or should I keep trying to see if he will go to a new area? I've never had a villager pick the same area this many times in a row before, although this is only my 3rd or 4th time doing this.

Have you turned the power off completely? That normally works.

I would just keep trying to plot reset. Some plots are more stubborn than others.
Just have some patience! c:

Power off the ds entirely to get him to plot in a different 'pattern'.
