Plot reset question!

So, is it not possible to plot reset villagers that are moving in naturally into your town? Because every time I try, I get a new villager the next time I try to start up the game again with a new character. I'm just really confused. Could someone please explain why?
 
You can plot reset any villager that moves into your town be it adoption or a normal random move in.

And I think if its a normal move in itll always be random

if your mayor didn't log on when the plot for the villager was put up, it'll be a random villager. if you logged on with your mayor before resetting, you can't change the villager. That's actually how I got Lucky!

If it's a random move-in, which villager is moving in is also random (unless it's a voided villager from StreetPass or wifi). This means that if you're using a new character and saving without quitting, the move-in can also change. I think you get a limited pool each day, though, so maybe if you try enough times it'll be the one you want again. I haven't tried plot resetting for random move-ins so take this with a grain of salt.
