In a new town..do you make paths and plan 3x3 plots for every dreamie before you move them in or do you put them in "ok" spots and then landscape?

Generally it's better to do everything before placing paths since plot resetting villagers to be in the exact spot you want will be a hassle in the long run.
When I first started out, I planned the pwps and everything that would look nice first. Then I worried about the villagers and finally placed paths when I absolutely knew where I ran the most and where current permanent villagers are so that I can just adjust the paths like so. It wasn't completely one before the other, but it's just better to wait to place paths since villagers do tend to ruin those the most.
If you don't care for them to be in a perfect line and just want them to be in a general area, I think that would be easiest to work with. You just have to kinda plan the paths and then just leave room for yourself to be able to adjust the paths later around their houses.
It depends a lot on how you want your town? Want something symmetrical and orderly? Probably have an idea where your paths will go, put a bunch of PWPs around town and plot reset.
Now, if you are going for the more natural look, perhaps only plot reset to make sure they don't go into absurdly awful places, otherwise letting them move wherever, then plan your town around them. (I wish I had done that before...)
